What is it?

The PWSA was established on February 14, 1984 in accordance with the Municipality Authorities Act of 1945. House Bill 1490, which was passed by the House on November 20, 2017 and the Senate on December 11, 2017, will place the PWSA under oversight of the Pennsylvania Public Utility Commission (PUC). Through the issuance of this Request for Proposals (RFP), the PWSA is soliciting proposals (Proposals) from firms that are financially and technically qualified to provide regulatory legal services on an as-needed basis (Offeror/Consultant). All Offerors interested in submitting a proposal in response to this solicitation are invited to attend a Pre-Proposal Meeting on 12/27/17 at 11:00 a.m. in the Authority's Conference Room, 1200 Penn Ave., Pittsburgh, PA, 145222. The purpose of this meeting is to give an overview of the contract requirements and to allow Offerors to ask questions. How do I bid?

All bids/proposals must be submitted in accordance with the solicitation documents. There will be no charge for the solicitation. A link to a drop box will be sent via e-mail to allow bidders/offerors to download the solicitation and addenda directly.
